Background

A system unchanged for a century

Beat patrolling is the backbone of everyday policing: constables walk assigned routes and check in at fixed points to prove an area is being watched. In Goa, that check-in had been a signature in a paper register for generations.

The registers were slow to compile, impossible to verify, and invisible to command until long after the fact. As the force modernised, this one process remained stubbornly analog, and it sat at the heart of accountability.

The challenge

A signature proved nothing about where or when an officer actually was. Entries could be written after the fact.

Command had no way to see patrol coverage as it happened, only weeks-old paperwork.
