Patrolling that lived on paper
Patrolling across Goa ran on paper. Beat officers logged patrols by hand, records could be altered after the fact, and senior officers had no reliable view of what was happening on the ground.
Accountability rested on paperwork nobody could verify. The force was modernising elsewhere, but this process sat at the heart of everyday policing and had not moved with it.
