Background

Patrolling that lived on paper

Patrolling across Goa ran on paper. Beat officers logged patrols by hand, records could be altered after the fact, and senior officers had no reliable view of what was happening on the ground.

Accountability rested on paperwork nobody could verify. The force was modernising elsewhere, but this process sat at the heart of everyday policing and had not moved with it.

The challenge

A process nobody could verify

Handwritten logs

Beat officers logged patrols by hand. Entries could be written or changed after the fact.

No reliable view

Senior officers had no trustworthy picture of what was happening on the ground while it was happening.

Two jobs, one truth

A Superintendent and a beat constable needed different views of the same facts, or neither would trust the system.

Unverifiable accountability

Oversight rested on paperwork that could not prove where an officer had been, or when.

Our approach

Built with the people who walk the beat

01

Listen to both sides

We worked with senior officers and beat constables so one system could serve two very different jobs.

02

Design for proof

Every record carries a timestamp and a verified location, not just a signature.

03

Scale statewide

We took it to production across the state, with structured logging and analytics for oversight.

The solution

Geo verified records, from the field to command

eBeat is a geo enabled patrolling platform. Every check-in carries location, time, and proof both a constable and a Superintendent can trust.

Geo verified check-ins

Location and time captured at every patrol point.

Field officer app

Built for the beat: simple enough for daily use on the devices officers already carry.

Command dashboard

Live coverage and drill-downs for supervisors and senior officers.

Records that stand up

Time-stamped, location-stamped logs that cannot be rewritten after the fact.

Oversight analytics

Structured logging and analytics so command can see patterns, not only individual entries.

The impact

Paper out. Oversight you can trust.

Manual reporting effort

Before: paper logs100%
After: geo verified digital~20%

~80% reduction in effort, with records that are finally verifiable.

The work received a commendation from the Chief Minister of Goa.

Oversight became real time and verifiable where previously it was neither. More than 500 officers and senior officials use the system across Goa. Manual reporting effort fell by around 80%.

For the first time, we can see what is happening on the ground as it happens. It has changed how we hold the force accountable.
